A Bounded Retry Still Needs a Reason Record
A Cloudflare block-page thread reports a Ray ID block and asks how to resolve it, with no record of whether a retry cleared it. Retry-outcome logging and failure-class logging answer different questions, and only the second can tell a transient error from a recurring block.
